A page loads in the woods but no one’s around to hear it. Did it record a page view?
Yes. Yes, it did.

A page view hit is sent to Google Analytics. ~ Hark! ~ Someone has begun their website journey.
And then ~ quick as a bolt of lightning striking in a thunderstorm ~ an event hit is sent to GA, close on the view’s heels.
Why?
That. Is. The. Question.
The page view tells us that the homepage was, in fact, viewed. The event tag, doing the precise thing than an unseen architect created it to do, also declares

But here’s the rub. The view; the event.

If a bounce is a single-interaction visit (it is), then can any visit be considered a bounce? Two interactions in quick succession during each and every visit.
